What a title search turns up.

Permit calls in Parkland split cleanly in two. Half are planning real work and want the file opened before anything gets built. The other half already have a problem. Most of the housing here went up from the mid-nineties on, so the production homes in Cypress Head, Parkland Isles and Heron Bay are on their second or third owner by now, carrying two decades of small jobs nobody filed. A re-roof with no final inspection. A screen enclosure rebuilt after a storm. A garage converted to a gym. Out on the acreage, a barn that simply appeared.

Parkland issues its own permits. Applications, drawings and inspection requests go through the Building Department inside Development Services at City Hall on University Drive, filed through the city's online permitting portal. Broward then adds the county to the picture: its Board of Rules and Appeals maintains the local amendments layered onto the Florida Building Code, certifies the plans examiner who reads your set and the inspectors who sign it off, and issues the formal interpretations that end arguments. Every opening and roof assembly needs documentation valid in the High-Velocity Hurricane Zone. Taking down a tree needs its own permit.

The title search turned up an open permit from 2007. What now?
First we read the file, because open is not a single condition. Some permits are missing only the final inspection nobody ever called. Some need a revision, or a sealed letter from the engineer of record. Some expired while the work sat half finished, and some cover work that was never permitted at all and now has to be legalized after the fact. Every one of those paths ends with an inspector looking at something, so the day you learn about it is the day to start.
Do I need a Broward County permit as well as a Parkland one?
For a house, no. Parkland reviews, issues and inspects its own residential permits, and the submittal goes up through the city's portal. The county Board of Rules and Appeals sits a level above that, maintaining the amendments your plans examiner applies and certifying the people who apply them, which is why a Broward inspection feels consistent from city to city. Where the county does turn up directly is out on the acreage: wells, septic systems and anything built inside a drainage easement.
My HOA approved the pergola. Is that the same as a permit?
No, and the two run on separate tracks. Architectural committees at Heron Bay, Parkland Golf & Country Club, Cypress Head and the MiraLago communities review how a thing looks and where it sits. The city reviews whether it stands up in a hurricane and whether the power and gas feeding it are safe. Neither substitutes for the other. The same applies to trees: Parkland requires a permit to remove, relocate or replace a tree or palm, and an architectural approval is not that permit.
Does my house need a milestone inspection or recertification?
Almost certainly not. Florida's milestone inspections and structural integrity reserve studies apply to condominium and cooperative buildings three habitable stories and taller, and Parkland is a city of one and two family homes. Broward also requires periodic safety inspections for older buildings that are not one or two family dwellings, administered through the Board of Rules and Appeals. Where that reaches Parkland is your association: a clubhouse, a fitness building, a guardhouse. If your board just received a notice, that is a permitted repair project, and we build those.
What does permitting add to the schedule and the cost?
On the schedule, think weeks rather than days, and the first submittal sets the pace. A complete set draws one round of comments; a rushed one draws three, and each round restarts the clock. Structural work, a tree removal or anything touching an easement runs longer, because those reviews happen in sequence. The fees belong to the city and track the declared value of the work, not our margin. Closing out somebody else's old permit is the one thing nobody can price honestly before reading the file.
