A Harbor Islands backyard usually starts with what the builder left: a screened cage over a rectangular pool, a field of pavers going grey, and a lot line that ends at a seawall with a private dock beyond it. Homes on Windjammer Way, Mariner Way and Harbor Court look straight across the Intracoastal, and the boats behind them run to Port Everglades to the north or Haulover to the south without a fixed bridge in the way. The upgrade owners want is a genuine outdoor room: covered, lit, plumbed, and pointed at the water.

Exterior work draws the widest set of approvals in this community. The City of Hollywood permits the structures, and Harbor Islands architectural review sees anything visible, from pergola profiles to paint color and driveway material. Seawall and dock work adds Broward County: its Environmental Engineering and Permitting Division licenses work in, on or under surface waters through the Aquatic and Wetland Resources Program, and the county's regional resilience standard sets a minimum crest elevation for new and substantially rehabilitated tidal flood barriers. Re-roofs and new openings need HVHZ product approvals and a secondary water barrier.

Outdoor work gets built to indoor standards or it does not last here. Utilities for a summer kitchen are permitted and inspected like any other gas, water and electrical run. Pergola and trellis footings are engineered for High-Velocity Hurricane Zone uplift rather than sized by eye. Do I need a permit for a summer kitchen or pergola here?
Yes on both. The structure needs a building permit from the City of Hollywood, the water, drain, electrical and fuel runs need their own trade permits, and anything visible goes to Harbor Islands architectural review first. Unpermitted patio structures are also the ones that leave during a hurricane, which is a more expensive lesson than the permit was. We manage all of it as part of the job.
Can you rebuild or raise my seawall?
Seawall and dock work is its own permitting track. Beyond the city permit, Broward County licenses work in, on and under surface waters through its Aquatic and Wetland Resources Program, and the county's regional resilience standard governs how high a new or substantially rehabilitated barrier has to sit, stepping minimum elevations up over the coming decades. We start with an assessment and a surveyed elevation, then design to the standard rather than around it.
Will salt air destroy an outdoor kitchen on the Intracoastal?
It will destroy the wrong one quickly. This close to open water we specify marine-grade stainless, powder-coated or naturally inert metals, dense sealed stone, and fasteners chosen for coastal exposure. Big-box outdoor cabinets and bargain hardware rust into a maintenance project within a couple of seasons. Specified correctly the first time, a terrace here ages at roughly the same rate as the house.
Does the association control what my backyard looks like?
For anything the neighbors or the water can see, yes. Architectural review covers structures, roof and paint colors, hardscape materials and often screen enclosures, and it also sets the practical rules: work hours, gate registration, where a dumpster may sit and how deliveries reach a narrow cul-de-sac. We submit for approval and schedule around those rules rather than apologizing for them later.
What does a full backyard rebuild run in Harbor Islands?
Roofed structure, utilities and any marine work drive the number far more than deck area does. A refreshed paver deck is one conversation; a covered outdoor room with a full summer kitchen, drainage, lighting and a rebuilt seawall is a different one entirely. Selections move it as much as size does. After a site walk you get a written specification and a fixed price, not a per-foot guess.
