Hollywood Lakes is the part of Joseph Wesley Young's 1920s plan you can still read on the ground: two dredged lakes flanking Hollywood Boulevard, president-named streets running east to the Intracoastal, and Mediterranean Revival houses with barrel tile and arched porches sitting a block from postwar ranches. Owners along North Lake Drive, Harrison Street and Madison Street rarely knock these down. They gut them instead, opening compartmented front rooms, replacing every mechanical system in the building, and swapping jalousies for impact glass, all without changing what the street looks like from the sidewalk.

The permit comes from the City of Hollywood's Building Division inside Development Services, not from the county. Behind that sits the Broward County Board of Rules and Appeals, which hears appeals of building and fire code officials' decisions, issues formal interpretations of disputed code sections, and backs Broward's own administrative chapter of the Florida Building Code. Most of the neighborhood sits inside the Lakes Area Historic Multiple Resource Listing District or the Hollywood Lakes Historic District, so exterior work on a covered property needs a Certificate of Appropriateness from the Historic Preservation Board. Broward sits in the High-Velocity Hurricane Zone, so windows, doors and roofing need HVHZ approvals.

Is my Hollywood Lakes house in a historic district?
Quite possibly. The city runs two overlapping designations here, the Lakes Area Historic Multiple Resource Listing District and the Hollywood Lakes Historic District, and the Historic Preservation Board issues Certificates of Appropriateness for Design and for Demolition on properties inside them. Purely interior work usually moves without a board hearing. Anything that changes a designated exterior needs its certificate before the building permit advances, so we confirm your property's status with the Division of Planning and Urban Design before drawings start.
Who issues the permit, the city or Broward County?
The city. Your permit and inspections go through the Building Division inside Hollywood's Development Services Department. Broward County's Board of Rules and Appeals sits behind that process countywide: it considers code amendments, hears appeals of building and fire code officials, and renders formal interpretations when a code section is disputed. Broward also maintains its own administrative chapter of the Florida Building Code. You deal with the city; we deal with both.
We are two blocks from the Intracoastal. Does the flood zone change our remodel?
It can. Properties in a mapped flood zone fall under federal substantial improvement rules, which compare what you are investing against the value of the existing structure. Cross that threshold and the whole building has to be brought into flood compliance, which is a very different project than a gut renovation. The city's floodplain staff will confirm your zone. We run that math before design, not during permitting.
How long does a whole-house remodel take in the Lakes?
Plan on two phases. Design, engineering, any historic review and plan check commonly occupy several months before a permit issues, and construction on a full house typically runs from several months to about a year depending on structure, mechanical scope and how much of the exterior changes. Custom millwork and long-lead openings drive the tail end. The schedule arrives with the estimate, and a supervisor is accountable for holding it.
What does a gut renovation of a Lakes house cost?
Honestly, it depends on how much of the building stays. Re-plumbing, re-wiring, new air handling and HVHZ openings on a 1920s masonry house cost real money before anyone picks a tile. We would rather scope it precisely than float a number that grows by change order, so you get a fixed written scope with named allowances.
