Rio Vista was platted in 1920 and built in two waves. The first left Mediterranean Revival and Spanish Colonial houses on Ponce de Leon Drive and Cordova Road, with barrel tile, arched openings and plaster walls. The second filled the Rio Vista Isles finger streets after the war with ranches and split-levels, most of them sitting on wide lots under oaks that are now older than the mortgages. Owners here rarely tear these down. They gut them: new plan, new systems, same roofline, same address on the same canal.

The permitting authority here is Fort Lauderdale's Development Services Department, and since the city moved to digital intake, drawings and revisions travel through the LauderBuild portal instead of a counter. Broward adds a layer most homeowners never see: the Board of Rules and Appeals, which certifies Broward building departments and their inspectors, maintains the county's amendments to the Florida Building Code, and settles disputed interpretations. Is my 1920s Rio Vista house worth gutting, or should I start over?
For most of these houses, remodeling wins. The original masonry, the roof pitch, the lot placement and the mature canopy are hard to replicate, and a teardown restarts your zoning, flood elevation and setback obligations from zero. A full gut lets you keep the shell and the street presence while replacing plan, systems and openings. Where the structure is genuinely compromised we will say so early, with an engineer's opinion rather than ours alone.
People keep mentioning BORA. Who are they and why should I care?
The Broward County Board of Rules and Appeals sits between the state code and your inspector. It certifies the building officials and inspectors who will review a Rio Vista permit, maintains the county's amendments to the Florida Building Code, and rules on interpretations when officials disagree. You never file anything with them. The practical effect is that Broward enforces its own county amendments, and your contractor should already know them.
We are in a flood zone. Does that cap how much remodeling we can do?
It can shape it. Much of Rio Vista sits in a special flood hazard area, and the city's floodplain administrator applies the federal substantial improvement test: once the cost of the work crosses half the market value of the structure, the whole building has to be brought into current flood compliance. That analysis belongs at the front of the project, alongside an elevation certificate, not in the middle of demolition. We run it before drawings are finalized.
Where do families live while the house is gutted?
Usually not for the heavy phase, and we would rather tell you that up front. When ceilings are open, the panel is out and there is no working kitchen, living on site is unpleasant and slows the crew down. Some Rio Vista projects phase well enough to keep a wing or a guest house occupied, with sealed barriers and separate access. We settle that question at the estimate so nobody is packing boxes in week three.
Where does the money actually go on a whole-home remodel?
Structure, systems and openings usually take more of the budget than anyone expects, because they are invisible when finished. Impact glass, a new electrical service, repiping and engineered beams are not selections you get to skip. Finishes then move the number as far as you want to take them. Rather than publish a per-foot figure that means nothing on your specific house, we walk it, scope it, and hand you a fixed written price tied to a specification.
