Permitting & Compliance in Harbor Islands

A gated street is not an exemption.

Harbor Islands is young enough that its first owners are only now selling, refinancing or borrowing against houses they helped build. That is usually when somebody finally reads the file. A title search on Windjammer Way turns up an impact glass permit from years back that never got its final inspection. A lift went in off a dock in Grand Harbor Estates during a quiet season. A generator, a pool heater, a bar sink: none of it difficult behind a guard gate, all of it permanent on paper. The rest are owners with nothing wrong yet, who want the next project on the record from day one.

The permit itself is a City of Hollywood matter. The Building Division inside the Development Services Department reviews the drawings, issues the permit and sends the inspector, on the countywide Broward application every city here files. Behind the city sits another layer: the Broward County Board of Rules and Appeals administers the Florida Building Code across the county, publishes its amendments, certifies the officials and inspectors who will handle your job, hears appeals and issues formal interpretations when a code section is disputed. Broward is entirely High-Velocity Hurricane Zone, so glass, doors and roofing carry HVHZ product approvals into the submittal.

Straight answers.

Title found an open permit and we close next month. Can it be cleared in time?
Frequently, and the useful clock starts when you call rather than when the lender does. We pull the address file at the City of Hollywood, read what each open record is actually missing, and sort it. Some need only the final inspection nobody ever called. Others need a revision or a letter from an engineer. Work done with no permit at all may need one after the fact, with construction opened up where an inspector can see it. Plan in weeks, not days.
Do I file with the City of Hollywood or with Broward County?
With the city. Hollywood's Building Division, inside Development Services, reviews the plans, issues the permit and sends the inspectors, on the same application form every municipality in Broward uses. The county's role is real but different: the Board of Rules and Appeals administers the code countywide, certifies the officials and inspectors, hears appeals and settles disputed code language, and nothing is filed there. Work in or over the Intracoastal is the exception, adding county environmental licensing on its own track.
The dock, the lift and the window swap were all done before we bought. Now what?
They get legalized, which is more work than permitting them on time and considerably less than the credit a buyer asks for at the table. We document what exists, bring in the engineer or surveyor who can certify what is certifiable, and apply to the city against the code in force today. Replacement glass has to match an approval valid in the High-Velocity Hurricane Zone, so undocumented windows sometimes have to be re-approved or replaced. In-water work adds county environmental review.
The association approved the work. Isn't that the approval that matters here?
It matters, and it is not a permit. Harbor Islands architectural review governs what the community sees: massing, roof, color, hardscape, anything visible from the street or the water. The city governs whether the work is legal, and that is the record a title search, a lender and a buyer's inspector will read years from now. Gate registration and a certificate of insurance are a third thing again. We handle all three in the order that keeps a job moving.
Does building recertification or the milestone inspection apply to my house?
Not to a detached house here. Broward runs a Building Safety Inspection Program through the Board of Rules and Appeals, and one and two family homes are exempt from it, which covers everything behind this gate. Florida's milestone inspection and structural integrity reserve study rules reach condominium and cooperative buildings of three habitable stories or more, so they belong to associations and building owners rather than to you. Where such a report exists, the concrete, railing and waterproofing repairs it calls for are ordinary permitted work we take on.
