How permits work in a one-mile town.

Golden Beach has no condominiums and no commercial strip: under 400 single-family houses and one road running through them. The houses have been remodeled in rounds since the 1929 founding era. A 1950s ranch on South Parkway gets a new roof, a Terracina Avenue house gets re-glazed with impact windows, an Ocean Boulevard estate rebuilds its seawall, a pool deck on Center Island comes out and goes back. Every one of those rounds should have left behind a permit that reached final inspection. Some did not, and the gap surfaces years later, on somebody else's calendar.

The authority is the Town of Golden Beach Building Department, which stamps nothing out of habit. Contractors must be registered with the Town before a permit is issued, and the company qualifier signs the application and the owner's affidavit. Submittals go through the Town's online system, counter service by appointment. Larger projects and new construction go before the Building Regulation Advisory Board, which meets on its own calendar. This is the High-Velocity Hurricane Zone, so openings and roofing need a Miami-Dade Notice of Acceptance or Florida Product Approval, and on a barrier island FEMA substantial-improvement limits can reshape a project before it starts.

My lien search came back with an unclosed permit on the house. What now?
It surfaced in the municipal permit and lien search the buyer's title company runs, and lenders rarely fund with one outstanding. The good news is that the original contractor does not have to be found. A licensed one can take the file over: we pull the Town's records, identify which inspections were never called, open or test the work where it was covered up, correct whatever fails, and carry it to final approval. Start the day it appears rather than the week of closing — on a street of waterfront houses the buyer's calendar does not wait.
Who issues building permits in Golden Beach, the Town or Miami-Dade County?
The Town of Golden Beach runs its own building department and issues the permit. Contractors must be registered with the Town first, and the company qualifier is the one who signs the permit application. Miami-Dade still appears in the file through product approvals, and county and state agencies join the conversation on seawall, dock and oceanfront work.
What actually needs a permit on a house like mine?
More than most owners expect. Structural changes, electrical, plumbing, mechanical, window and door replacement, roofing, pools, generators, seawalls and docks all require one, and window and door work drags Miami-Dade approved products in with it. The work that quietly skips a permit here is usually the small stuff: an air conditioning changeout, a rebuilt pool deck, a garage turned into a gym. Those are exactly the items a lien search finds later.
Does 40-year recertification or a milestone inspection apply to my Golden Beach house?
No. Miami-Dade's building recertification program exempts single-family homes, and Florida's milestone inspection and structural integrity reserve study rules apply to condominium and cooperative buildings of three or more habitable stories. Golden Beach is single-family only, so it has neither. What carries the risk here instead is your own permit history, along with flood elevation and FEMA substantial-improvement rules. If you also own a condo residence in Sunny Isles or Aventura, that is a separate conversation, and one we have often.
What does it cost to clean up a permit problem, and how long does it take?
Both depend on what the record shows. Closing a permit where the work is sound and only a final inspection was skipped is a modest exercise. Closing one where a wall has to be opened, or an engineer has to certify what is already built, is a project. Time runs in weeks rather than days, longer when board review or new drawings are involved. Fees are set by the Town and the county, and we pass them through. We price it after we read the file.
