The city line nobody can see.

Most South Miami houses are on at least their third life. A 1950s block ranch in Twin Lakes or Bird Road Estates loses its carport to a family room in the seventies, gains a bathroom in the nineties, and gets the kitchen opened up sometime after that. Some of that work went through the city. Some of it went in over a long weekend. Nobody sorts out which is which until somebody with money on the line pulls the permit record: a buyer's attorney, a refinance underwriter, a carrier deciding whether to keep writing the policy. By then there is a date on the calendar.

Inside the city limits, permits are filed with the City of South Miami Building Department, a small office with its own plan reviewers, inspectors and online permitting portal. New construction and two-story additions to a residence also need approval from the city's Design Review Board, still known locally as the ERPB, and facades in the Cambridge Lawns Historic District need a certificate of appropriateness from the Historic Preservation Board. Windows, doors and roof systems need High-Velocity Hurricane Zone product approvals. A South Miami mailing address is no guarantee of a South Miami permit: High Pines, Ponce-Davis and much of Glenvar Heights are unincorporated Miami-Dade and file with the county.

A title search turned up an open permit on my South Miami house. What now?
Step one is finding out what the record actually is. Sometimes the job was finished years ago and nobody ever called the last inspection, which is the cheap version. Sometimes the permit lapsed mid-project, or describes something that was changed after it was issued. We pull the file at the Building Department, tell you which of those you own, and map the route to a closeout with room to spare instead of a scramble the week of closing.
My mailing address says South Miami, but I'm told the city doesn't issue my permit. Which is it?
Both can be true. The mailing address covers more ground than the city limits do. High Pines, Ponce-Davis and much of Glenvar Heights sit in unincorporated Miami-Dade, so their permits come from the county rather than from the city's Building Department. The two systems have different portals, different reviewers and different inspection routines. We confirm the jurisdiction by folio before anyone draws anything, because filing in the wrong place costs weeks.
Do I need a permit to replace windows or a roof in South Miami?
Yes, and each is its own permit with its own inspections. South Miami sits in the High-Velocity Hurricane Zone, so every exterior opening and roof system has to be an approved product, installed the way the approval actually describes: fastener type, spacing, what it anchors into. Paperwork that does not match the installation fails inspection, and it has a way of resurfacing later as a wind mitigation credit your insurer declines to give you.
The previous owner added a room without a permit. Can it be legalized?
Usually yes, through an after-the-fact permit, which is the same process a new job goes through, only backwards. A surveyor and a designer document what is standing, an engineer signs the structure where one is required, and the city inspects construction that already has drywall on it. Expect a hole or two cut so an inspector can see how it is tied together. If it cannot be made to comply, we say so before you spend money on drawings.
Is my South Miami property subject to the 40-year recertification?
If you own a house, no. Miami-Dade's recertification program, still called the 40-year although the county now triggers the first inspection sooner, leaves single-family homes and duplexes out of it, and South Miami is mostly single-family. The low-rise condominium and townhouse associations near downtown are a different story: buildings of three habitable stories or more also fall under Florida's milestone inspection and structural integrity reserve study rules. When those reports call for structural repair, that is the kind of work we build.
