Most permit calls from Harbor Beach start the same way: a municipal lien and permit search, two weeks before closing, turns up a permit nobody remembers pulling. A 1970s estate on Mercedes Drive re-roofed and never finaled. Impact glass swapped into a Del Lago Isle house one summer. Behind the city sits a county layer you will never file with: the Broward County Board of Rules and Appeals publishes the county's code amendments, certifies the officials and inspectors who enforce them, and hears appeals of a ruling. Broward is High-Velocity Hurricane Zone, so glass and roofing need a product approval valid for the HVHZ, with the anchor schedule that approval specifies. A lien search on my Harbor Beach house found an open permit. What now?
That search is standard before a closing, and a lender rarely funds past an open item. The good news is that the original contractor is not required. We pull the city's permit history for the address, work out what each open file is missing, usually an inspection nobody called, sometimes a revision or an engineer's letter, then correct it, re-inspect and close it. Concealed work may have to be opened so an inspector can see it. Weeks rather than days, so start early.
Does association approval replace the city permit here?
No, and they run on separate clocks. The Harbor Beach Property Owners Association reviews design under the recorded covenants and controls who comes through the gate. The City of Fort Lauderdale issues the building permit and sends the inspectors. Association first is the sane order, since a plan that changes after city review costs you a resubmittal. Enclaves such as Harborage Isle add an association of their own, so we ask for your documents before drawings start.
Do dock, seawall and boat lift permits work differently here?
Yes. Anything at the water involves more than the building department. The city permits the structure and its electrical through Building Services and applies the Unified Land Development Regulations to docks, davits and mooring, while Broward County environmental licensing has jurisdiction over work in and over the waterway. A replacement seawall gets built to the city's current minimum top elevation, not the one in force when the original went in. We sequence those approvals so the marine contractor is not left waiting.
Does a 40-year style recertification or a milestone inspection apply to my house?
Not to a single-family house. Florida's milestone inspection and structural integrity reserve study requirements cover condominium and cooperative buildings of three or more stories, and Broward County's Building Safety Inspection Program exempts single-family homes and duplexes outright. What carries the risk on these isles is your own permit record, plus flood elevation and FEMA substantial-improvement limits once a renovation goes deep. If you also own a unit in a coastal building, that is a separate conversation, and one we have often.
What does it cost to clean up a permit problem, and how long does it take?
It depends on what the file shows, which is why we read it before quoting. If the work is sound and only the final inspection was missed, this is a small job. If a wall has to be opened, or an engineer has to certify something already built, it becomes a project with its own drawings and its own permit. Expect weeks rather than days, and longer when revisions are involved. City and county fees are set by them and passed through at cost.
