How does the fifty percent rule affect an addition here?
The addition itself must be built to current flood standards regardless. The question is whether the combined work counts as substantial improvement of the existing house, which is decided by comparing improvement cost against the pre-improvement market value of the structure. Cross it and the original portion has to be brought into compliance too, usually by elevating. City floodplain staff make that call. We size the scope with that threshold visible on the page rather than hidden in it.
Is there a design review board for Harbor Beach additions?
There is no municipal architectural board reviewing single-family design the way some Miami-Dade cities have one. Fort Lauderdale reviews additions against the Unified Land Development Regulations for setbacks, height, coverage and yard rules, and sends anything outside those limits to the Board of Adjustment. The review you should not skip is private: Harbor Beach is a covenanted community, and the property owners association and any sub-association covering your isle may have their own say. We confirm both paths before design.
Can we stay in the house during a second-story addition?
Often, but not comfortably during the roof work. Removing and rebuilding a roof structure is the phase where weather and noise stop being theoretical, and most owners take a few weeks elsewhere. Before and after that, phased construction with dust barriers and a separated work entrance keeps the ground floor livable. Fort Lauderdale limits construction equipment to daytime hours, which helps, and we will tell you honestly which weeks are worth avoiding.
How close to the seawall can we build?
Closer than you think in some cases and much farther in others, because two separate rules apply. City zoning sets the rear yard and waterway setbacks for habitable structure, and the Unified Land Development Regulations also restrict what can sit within a few feet of the waterway. Then there is engineering: loading new foundations near an aging seawall can require a structural review of the wall itself. We look at both before the footprint is fixed.
How long from first meeting to finished addition?
Substantial additions run long on the front end. Design, structural engineering, floodplain review and city permitting commonly take months before a footing is poured, and construction of a second story or a full rear wing runs several more. A year from first conversation to furniture is a realistic frame, and we would rather say that now than discover it together in month nine. The written schedule comes with the estimate.
