On houses this age the honest first step is structural, because original tie-beams, footings, and masonry need evaluation before anyone sketches new square footage. The rules are layered. Biscayne and San Marco Islands permit additions through the City of Miami; San Marino, Di Lido, Rivo Alto, and Belle Isle go through the City of Miami Beach, where planning review and the city's freeboard elevation requirements come into play. Everywhere on the islands, FEMA's substantial-improvement threshold hangs over older homes: cross 50 percent of the structure's value and the entire house must be brought to current flood elevation. A well-planned addition is designed around that line, or deliberately past it, with eyes open either way. We run those numbers before design money gets spent.
