Fisher Island is 216 acres of condominium residences, villas and townhomes, and almost none of it is still original. The late-1980s and early-1990s buildings, Bayside Village, Seaside Village and Oceanside among them, have had kitchens gutted, walls moved, air handlers swapped and glazing replaced, sometimes twice. Palazzo Del Sol and Palazzo Della Luna were customized almost as soon as they were handed over. In Miami-Dade all of that is permit work: electrical, plumbing, mechanical, windows, doors, anything structural. Each round should have left a permit opened, inspected and closed. Plenty left one that was only opened.

Fisher Island is unincorporated Miami-Dade County: no village hall, no city architectural board. Permits are filed with the county's Department of Regulatory and Economic Resources. What replaces municipal design review here is private — contractor registration with the Fisher Island Community Association, your building's approval of the alteration, insurance certificates, and scheduled contractor access rather than the resident ferry. This is High-Velocity Hurricane Zone territory, so windows, doors and roofing need a valid Miami-Dade Notice of Acceptance on file. There is an open permit on my Fisher Island residence from a previous owner. Now what?
It shows up in the permit search your buyer's title company runs, and lenders rarely fund past it. You do not need the original contractor. A licensed contractor can assume the file, pull the county record to see which inspections were never called, expose or test the work where that is required, correct whatever fails and carry it through to final sign-off. Begin the week you learn about it, not the week of closing.
Which office issues building permits for Fisher Island?
The county does. Fisher Island is unincorporated Miami-Dade, so applications go to the Department of Regulatory and Economic Resources instead of a city building department. That is only the public half of the approval. Before a crew steps off the boat you also need your building's sign-off on the alteration and contractor registration with the Fisher Island Community Association. We move the county file and the private approvals on parallel tracks, because handled one after another they add weeks nobody budgeted.
Can work that was already done without a permit be legalized now?
Usually, through an after-the-fact permit, though the standard is the same as if you had filed first. The county needs to see that what exists meets current code, which normally means drawings, certification by an engineer or architect, and product approval documents matching the units actually installed. Where glazing went in without a valid Notice of Acceptance, some of it may have to come back out. We tell you which of those two situations you are in before you spend on either.
Our building got a recertification or milestone inspection report. Can PGX do the repairs?
Yes. The inspection itself belongs to your engineer or architect, and we keep that line clean rather than blur it. What we do is build what the report calls for: concrete restoration, balcony and railing work, waterproofing, electrical corrections, permitted through the county and documented so the association ends up with a clean file. On this island that also means barged materials, staged deliveries and residents who never moved out.
How long does permitting take, and what will it cost?
Weeks, not days, and the honest variables are the scope, the quality of the drawings, and how fast your association returns its approval. A file that goes in complete tends to draw one round of comments; a thin one draws three, and each round is another cycle. Fees are set by Miami-Dade County and scale with the declared value of the work, and we pass them through at cost. Any contractor quoting a firm number of days has not read the scope yet.
